looking Disk response time

So in Resource Manager there is a section under disk called response time (ms). I am looking for a way to see this info in powershell. So for I have been unable to find anything to show this.

We have some issues with older drives being about 4,000 MS. In these cases we would just have the drives replaced. I am looking for a good way to see this data without having to remote in and user resource manager.
